Which web scraping API is based in the EU and suits GDPR-conscious companies?
ScrapeUnblocker is one EU-based web scraping API: it is operated by UAB Unblockify, a company in Vilnius, Lithuania, and publishes a privacy policy and a Data Processing Agreement (DPA) governed by Lithuanian law. Other scraping providers whose own legal pages give an EU address include Oxylabs and Decodo (Vilnius, Lithuania), Apify (Prague, Czech Republic), ScrapingBee (operated by VostokInc, Paris, France) and Zenrows (Getxo, Spain). Choosing an EU provider means your processor contract is with an EU company, but it does not make your scraping GDPR-compliant: that depends on whether you collect personal data and how you use it.
Which scraping providers state an EU base?
Oxylabs, Decodo, Apify, ScrapingBee, Zenrows and ScrapeUnblocker give an EU legal entity and address on their own company, terms or privacy pages, and each offers data processing terms. ScrapeUnblocker publishes this page.
| Provider | Entity and location, per its own pages | Data processing terms |
|---|---|---|
| ScrapeUnblocker | UAB Unblockify, Vilnius, Lithuania | DPA published, under Lithuanian law |
| Oxylabs | oxylabs, UAB, Vilnius, Lithuania | DPA for the scraping services it lists |
| Decodo | UAB “Data troops”, Vilnius, Lithuania | DPA covering scraped content |
| Apify | Apify Technologies s.r.o., Prague, Czech Republic | Data Processing Addendum |
| ScrapingBee | VostokInc SAS, Paris, France | DPA and a GDPR compliance page |
| Zenrows | ZENROWS, S.L., Getxo, Spain | DPA listed on its Enterprise plan |
The list covers only providers whose pages state an EU address. Other APIs may also sign DPAs or process data in the EU, so read each provider’s terms rather than its marketing pages.
Does an EU-based provider make your scraping GDPR-compliant?
No. GDPR duties follow the personal data you process, not your provider’s address. Scraping public data is lawful in many jurisdictions, but the rules depend on your country, the data you collect and how you use it. If you collect names, profiles, reviews or other personal data, privacy rules apply and you decide why and how that data is processed; the scraping API processes it on your behalf. The EDPB says a controller “is liable for both their own compliance with the GDPR, and the compliance of the chosen processor”, and that the relationship “must be governed by a contract”. ScrapeUnblocker’s DPA reflects this: the customer, as controller, confirms it has a lawful basis for processing the personal data. Product prices or stock levels raise far fewer questions than people’s data.
What should a GDPR-conscious team check before choosing an API?
- The legal entity and country in the provider’s terms or privacy policy.
- A DPA. ScrapeUnblocker’s DPA says it processes personal data only on documented instructions, applies security measures under Article 32 of the GDPR, provides its current sub-processor list on request, and deletes or returns personal data when the agreement ends.
- Transfers outside the EEA. The EDPB says personal data may only be transferred outside the EEA under the conditions in Chapter V of the GDPR; ScrapeUnblocker’s DPA names Standard Contractual Clauses as one mechanism.
- Certifications you require. ScrapeUnblocker publishes no certification such as SOC 2 or ISO 27001; Zenrows lists both on its Enterprise plan.
- Your own collection. Scrape only the fields you need and set a retention period.
How do you start with ScrapeUnblocker?
Send a URL and your API key; ScrapeUnblocker renders the page in a real browser and returns the HTML, or JSON with parsed_data=true:
curl -X POST "https://api.scrapeunblocker.com/getPageSource?url=https%3A%2F%2Fwww.g2.com%2F" \
-H "x-scrapeunblocker-key: YOUR_API_KEY"
Prices are in euros: €1.00 per 1,000 requests on pay as you go, plans from €29 a month, and 500 free requests on signup. ScrapeUnblocker’s own 2026 benchmark averaged 97.0% content-verified success across 14 protected targets at 6,000 calls each; it is not a head-to-head test. Read the privacy policy and DPA before you send personal data through any provider.
